Emergency Response, Department Manager – Longview, WA

Job Summary

Cowlitz Clean Sweep (CCS) a Pacific Northern Environmental LLC division, is seeking a Department Manager for our Emergency Response department. This individual must thrive in a fast-paced, team environment and has the ability to provide exceptional service and skills to our company, clients, and employees.

Pacific Northern Environmental, LLC consists of five divisions including Advanced Electrical Technologies (AET), Taurus Power and Controls (Taurus), Cowlitz Clean Sweep (CCS), Pacific Northern Environmental Construction (PNEC), and WasteXpress Environmental (WXE). Together, we specialize in commercial and petroleum construction, industrial and commercial electrical, industrial cleaning, and hazardous waste disposal. PNE LLC is a multi-state organization with operating offices in Washington, Oregon, Idaho, and Hawaii. In addition, we carry out projects across the United States.

CCS provides industrial cleaning and spill response to almost every pulp and paper mill in the Pacific Northwest. We also service major oil companies and a wide range of manufacturing and industrial clients. CCS has demonstrated its ability to complete large and complex industrial cleaning challenges on schedule, within budget, and in compliance with the most stringent industrial health & safety programs. No industrial cleaning job is too large or too small for CCS.

The Emergency Response Department Manager is responsible for overseeing the function and productivity of their department by performing the following duties.

Education and Experience Qualifications

• High School Diploma or GED
• Valid Driver’s License Required.
• 40 and 80 hour OSHA certification, TTCI training center
• ICS training is a plus
• Obtain/qualify for the Transportation Worker Identification Card (TWIC)
• Must have 3+ years experience in the Emergency Spill Response, Environmental, Remediation, or Waste Management industry, or another related field.
• Must have 5+ years of supervisory experience
• Experience in branch forecasting, managing budgets and a P&L.

Duties and Responsibilities

The Emergency Response Department Manager possessing the education and experience listed above performs the following:

• Safely operate and maintain company vehicles as required for job duties, ensuring compliance with all traffic laws and company policies
• Manager department staff by recruiting, selecting, orienting, and training employees.
• Complete operational requirements by scheduling work and assigning departmental employees, subcontractors, and others required to operate your department for growth.
• Oversee planned and emergency projects involving the containment, cleanup, remediation and waste disposal of hydrocarbon and other pollutant releases including hazardous and non-hazardous materials resulting from transportation spills occurring on-land, waterways and railways; industrial incidents, and releases from energy transmission facilities and equipment.
• Ensure proper field paperwork is collected and submitted to accounting department for processing.
• Communicate with customers regarding project objectives, budgets, planned activities, progress and contractual issues to achieve project goals and enhance relationships.
• Work with the sales team do grow customer base and set up annual Emergency Response Agreements as well as keep and track you own sales pipeline for the branch.
• Communicate and coordinate with local, State and Federal regulators/representatives regarding cleanup requirements and temporary closure of work areas.
• Familiar with heavy equipment operation, liquid vac trucks (80bbl to 165bbl), air movers, combo trucks, jet rodding and hydro-excavation.
• Preform sampling, order analytical testing, and review results to identify substances and ensure successful project completion.
• Work with disposal facilities and vendors to profile and set up disposal for waste.
• Specialize in estimating projects, writing bid letters and cleanup reports.
• Ensure compliance with federal, state, and local requirements for reporting, and advising management on needed actions.
• Available for after-hours on-call rotation.
• Oversees budget preparation, expense management, and quality improvement activities within the assigned department.
• Develops best practices for operational efficiency.
• Ensures team responds to customer queries and concerns in timely and accurate manner.
• Assists in developing employee safety and risk management programs.
• Develops positive and safe working environment for employees.
• Protects operations by maintaining strict confidentiality of all employee and company information.
• Other duties as assigned.

Working Conditions and Physical Requirements

The candidate must possess and be adaptable to the following physical abilities and working conditions:

• Move about the jobsite as needed.
• Move work related equipment up to 50lbs.
• Ability to wear various PPE such but not limited to full face respirators and SCBA’s.
• Remain in a stationary position for long periods of time.
• Operate various technological devices, including but not limited to a computer.
• Occasionally ascend/descend ladders and/or stairs.
• Available to respond and coordinate ER responses nights and weekends as necessary.
• Travel between 5-25%
